Richard Garcia (born April 4, 1991 in Abu Dhabi, UAE), widely known as Ninoy Baltazar, is a Filipino video animator in YouTube. He makes video animations of different songs from local/foreign singers/band, out from MS Paint & Windows Moviemaker. His video animation music videos were songs from Parokya ni Edgar & Kamikazee. Aside from this, he is also comic strip creator, a DeviantARTist (non-premium member); and a director and producer on his own production, nin0ybaltazar09 PRODUCTIONS in YouTube.

The pseudonym Ninoy Baltazar came about when the artist was at his high school days. He was at his 2nd year high school when he heard it from a group of his classmates who were fond of mentioning a name Ninoy Baltazar, which was came from a combined name of a Philippine senator Benigno Simeon "Ninoy" Aquino, Jr. and Filipino poet Francisco Baltazar. And there he used it as his pseudonym in his artworks (but he was not officially use it during his high school days). He used that pen name when he entered in college at San Juan de Dios Educational Foundation Inc., College (2007) due to the fact that he doesn't want to reveal himself to his 1st puppy love name Cammyl and there his famous pseudonym was born.
